Competitiveness and fair labour mobility open the week as political groups prepare for the October 19–22 plenary session.
Industrial policy, labour mobility and relations with Gulf countries headline the European Parliament’s agenda for October 12–16. Political groups will also prepare for a plenary session covering education, transport, employment and the EU budget.
On Monday, October 12, the Committee on Employment and Social Affairs (EMPL) will host European Commission Executive Vice-President Stéphane Séjourné for a discussion on EU industrial policy and competitiveness. A subsequent exchange with Executive Vice-President Roxana Mînzatu will focus on the Fair Labour Mobility Package.
On Friday, October 16, Parliament will host the second Joint Summit with parliamentary speakers from the Gulf Cooperation Council countries and representatives from Bahrain, Oman, Saudi Arabia, Qatar, the United Arab Emirates and Kuwait. The meeting will focus on advancing the strategic partnership and parliamentary cooperation.
Political groups will also prepare their positions for the October 19–22 plenary session. According to the programme, MEPs will assess the outcomes of the October European summit and mark the International Day for the Eradication of Poverty.
Scheduled debates and votes include Parliament’s positions on the 2027 EU budget, Erasmus+ for 2028–2034, and its demands ahead of the 2026 UN Climate Change Conference, COP31.
The agenda also includes amendments to legislation on critical raw materials and the simplification of EU rules concerning waste, cosmetics, fertilisers and labelling.
Other scheduled votes address stronger passenger rights, the development of high-speed rail connections across Europe, more effective action against VAT fraud, and guidelines for member states’ employment policies. MEPs will also debate the European Commission’s work programme for 2027.
