Manos Konsolas calls for recognition of roads affecting out-of-plan plots
Dodecanese MP of New Democracy, Manos Konsolas, has called for the acceleration of procedures to officially recognize rural and municipal roads serving out-of-plan plots, through a parliamentary intervention addressed to the Minister of Environment and Energy.
As he points out, many properties are currently considered “landlocked” because the roads in front of them have not been formally recognized in urban planning terms, despite being paved and already hosting public utility networks.
The issue mainly concerns plots under 4,000 square meters located outside urban planning zones, particularly in island regions, which remain undervalued and cannot be utilized, even though their owners are taxed regularly.
Mr. Konsolas notes that studies for the recognition of such roads have already begun, funded by the Recovery Fund, and will be implemented under specific criteria and conditions at the regional level.
He sets three key priorities:
- completion of the relevant studies,
- proper public information regarding the regulatory framework,
- and the establishment of a legislative framework to enable the development of currently “landlocked” plots.
At the same time, he raises three critical questions to the Minister, seeking clarification on the timeline for completing the studies, the criteria for road recognition, and the schedule for introducing and passing the relevant legislation and Presidential Decree.
