Dodecanese Chamber President Giannis Pappou is seeking faster recognition of public roads outside town planning zones and a clear timetable for the relevant Presidential Decree.
The Dodecanese Chamber of Commerce and Industry is calling for faster procedures to recognise public roads in areas outside approved town plans, warning that continuing uncertainty is affecting property development and business investment across the islands.
In a letter to Environment and Energy Minister Stavros Papastavrou, Chamber President Giannis Pappou requests a clear timetable for completing the regulatory framework governing road recognition.
According to the Chamber, the lack of comprehensive and clearly defined criteria and procedures leaves property owners, professionals, businesses and prospective investors facing uncertainty.
The impact on the Dodecanese is significant, the Chamber says, affecting building permits and their revision, property transactions, business expansion and modernisation, and financing for investment projects.
It also warns that unresolved issues could hinder projects subject to strict deadlines under development schemes and European funding programmes.
The letter refers to information which, according to the Chamber, the Environment Ministry presented to Parliament in April 2026. At that time, the mapping of the road network in Greece’s island regions was reported to have been completed and submitted for review by the General Secretariat for Spatial Planning and Urban Environment. The relevant Presidential Decree was expected to be issued around the end of 2026.
With the year already in its final quarter, Pappou is requesting clarification on:
- The current stage of preparation of the draft Presidential Decree.
- When it is expected to be submitted to the Council of State for review.
- The estimated timetable for completing the process.
- Progress in reviewing the island road network mapping.
The Chamber is seeking an end to the uncertainty, allowing property owners and businesses to plan ahead with clear rules and a reliable timetable.
