He highlights issues such as limited digital skills, the fact that offloading often occurs at night when accountants are unavailable, and the long periods fishermen spend away from their home ports. With heavy fines looming after December 1st for non-compliance, Konsolas proposes two solutions: extending the deadline and allowing accountants to submit the delivery note within 24 hours instead of in real time.
