Yiannis Pappas: Supporting the border islands of the Dodecanese is an act of institutional patriotism
Yiannis Pappas, Member of Parliament for the Dodecanese with New Democracy, spoke today in the Hellenic Parliament during the plenary session on the 2026 State Budget, placing special emphasis on island policy and the support of the remote islands of the Dodecanese.
Mr. Pappas stressed that in an environment of global uncertainty, Greece remains a pillar of stability and reliability, which allows for the formulation of long-term policies rather than fragmented, short-term measures.
He made special reference to island Greece and the Dodecanese, highlighting that in remote islands, policy is judged by daily life: in the distances, transport costs, the small local market, and the challenges of the winter season.
In this context, he welcomed the 30% reduction in VAT rates from January 1st, 2026, for the smaller islands of the Dodecanese, describing it as a substantial relief measure for households and businesses. As he noted, this initiative strengthens the local economy and supports businesses that operate with high costs and intense seasonality.
He also referred to the gradual abolition of ENFIA (property tax) on primary residences in settlements with up to 1,500 residents—starting with a 50% reduction in 2026 and full abolition by 2027—emphasizing that supporting small and remote communities is a key pillar of national cohesion.
As an MP of the Dodecanese, Mr. Pappas made it clear that the reinstatement of reduced VAT rates on the islands is an important step, but not the end of the road. He stated that discussions and efforts are already underway to find the necessary fiscal space and the appropriate mechanism to also restore reduced VAT rates in Rhodes.
He emphasized that this is a just demand, as Rhodes is a cornerstone of both the Dodecanese and the national economy. As he said, Rhodes cannot only contribute; the state must give back in tangible ways in recognition of its role.
A central theme of his address was the concept of “institutional patriotism,” which he described as a form of patriotism expressed through institutional decisions, fairness, and a commitment to national unity. He stated that when the State genuinely eases the burden on islanders and border residents, it is practicing institutional patriotism in action.
In closing, Mr. Pappas declared his support for the 2026 Budget, stressing that insularity must remain a constant national priority, with policies implemented on time and judged by their impact on citizens’ real lives.
