Negotiators from the European Parliament and the Council have reached a provisional agreement to modernize the rules governing the coordination of national social security systems.
The new legislation aims to facilitate labor mobility within the European Union while safeguarding the social rights of workers moving from one member state to another. It updates EU rules on unemployment benefits for mobile workers, including provisions for transferring benefits for those seeking employment in another EU country.
The agreement also clarifies rules related to long-term care and family benefits, providing greater legal certainty for citizens.
Rapporteur Gabriele Bischoff (Socialists & Democrats, Germany) stated:
“Citizens will benefit from clearer and more predictable rules for coordinating social security systems, including unemployment, family and long-term care benefits. At the same time, we are strengthening cooperation between member states to better prevent abuses and tackle social dumping.”
The legislation must now be formally approved by both the European Parliament and the Council before it can enter into force.
